Shay Frisby vs. Ray Seigfried: On the Issues

Shay opposed “the Billionaire’s Bill” (SB 21) because working-class Delawareans have already been brutalized enough.

Ray co-sponsored and voted for “the Billionaire’s Bill,” risking millions of Americans’ retirement savings.

Senate Bill 21 has been referred to as “The Billionaire’s Bill” in media and scholarly sources. Americans for Financial Reform says that the law made it “virtually impossible to hold greedy corporate actors accountable for self-dealing.” Additionally, Senate Bill 21 “overrul[ed] decades of Delaware precedent”. Delaware derives large amounts of its operating revenue from corporations incorporated in our state, but these corporations come to Delaware for predictable law. Senate Bill 21 endangered this.

Ray co-sponsored Senate Bill 21 in response to the requests of corporate attorneys associated with Elon Musk and other billionaires.

Shay has advocated for children throughout her career and is a trauma-informed trainer.

Ray voted to weaken a child abuse bill, House Bill 75.

Ray voted to amend House Bill 75 by adding an “arbitrary cap” on damages for children who are victims of sexual abuse. Critics have said that this was done to assist insurance companies, not children. In these times, victims of sexual abuse must be supported, and Ray has failed to do so.

Shay takes no money from corporations or their PACs.

Elon Musk’s attorneys have bankrolled Ray Seigfried’s campaign.

Shay has pledged to take no money from corporations, other business entities, Political Action Committees (“PACs”) aligned with their business interests, elected Republicans, or Republican PACs. At any time, you can view the campaign contributions of all campaigns and state PACs in the Delaware Campaign Finance Reporting System (“CFRS”). Shay’s last mandated report was on September 8th, and it is available here.

First State Future PAC is funded by “five major law firms” that are aligned with Elon Musk and supportive of Senate Bill 21. First State Future PAC has spent an inordinate amount of money to keep pro-billionaire, establishment politicians like Ray Seigfried in power, and keep working class candidates like Shay out of government.

Additionally, in stark contrast to Shay, Ray does take money from corporations, other business entities, and their aligned PACs. Ray has said that he is “quite proud” of the business PACs that support him.

Shockingly, Ray has even taken money from elected Republicans. On January 26th, 2025, Ray took a maximum donation from a business owned by Karl Gillespie, the transphobic Republican House Majority Whip of North Carolina, National Communications, Inc. Gillespie’s North Carolina Republican caucus has been described as “anti-trans” by the ACLU. Furthermore, on May 23rd, 2025, Ray took a maximum donation from Blue Hens Republican PAC.

You can view Ray’s last mandated filing here, and you can see his filing for his brief stint as State Representative here.

Shay is endorsed by US Senator Bernie Sanders to fight for Delawareans’ healthcare.

Ray watered down legislation to allow his fellow C-suite suits at Christiana Care to continue charging unaffordable prices.

US Senator Bernie Sanders has endorsed individuals, such as Shay Frisby, “who are allies of his movement, which is focused on the working class.” This movement is focused on passing Medicare for All, so that Americans can be given what they deserve: free, single-payer healthcare.

Ray sponsored Senate Substitute 2 for Senate Bill 1, which effectively gave ChristianaCare an exception to healthcare price controls. Ray previously worked in a non-medical capacity for ChristianaCare, as an administrator. In his multi-decade tenure as an administrator, healthcare prices went up every single year.

After retiring from ChristianaCare, Ray taught business and finance. As part of his campaign outreach, he appeared on a YouTube show hosted by the owner of United Medical, a business that promises to increase healthcare "profitability."

Shay has publicly opposed data centers and called for a ban on Flock cameras.

Ray has remained largely silent on the issue.

Shay believes that there is no rational reason for data centers to be built in Delaware, especially data centers for LLM technology, more commonly known as “AI.” These data centers have a horrific impact on our environment, and AI has been shown to be dangerous to our physical and mental health. It is also unclear what economic benefit data centers can provide, if any at all. Additionally, Shay believes that Flock cameras are abusive to our civil liberties and prone to error and bias.

As of September 4th, 2026, there is no mention of “data centers” or “Flock cameras” in Ray’s issue page.
